A central initiative among the actions is a memorandum detailing a comprehensive trade policy aimed at bolstering the American economy and enhancing national security. This policy focuses on addressing trade deficits, combating unfair trade practices, and strengthening economic resilience.

The memorandum tasks federal agencies with producing detailed reports and recommendations by April 1, 2025. These reports will examine a wide range of trade-related issues, including strategies for establishing the External Revenue Service, identifying unfair foreign trade practices, and evaluating the impact of the USMCA, among others.
